New Innovative Service by Georgia’s National Agency of Public Registry: Smart Contract

The National Agency of Public Registry (NAPR) in Georgia has launched an innovative online service called “გონიერი კონტრაქტი” / “Smart Contract.” This system allows Georgian citizens to remotely purchase real estate and simultaneously transfer funds via a secure escrow account at the Bank of Georgia.
What is a Smart Contract in the Georgian Context?
The Smart Contract is an interactive video-based platform developed by NAPR, enabling Georgian citizens to finalize legally binding real estate transactions online — all under the supervision of a registry specialist. It is not a blockchain-based contract in the technical sense, but rather a “smart” e-government service designed to simplify and speed up real estate transactions.
Supported Transaction Types:
- Real estate purchase and sale
- Mortgage registration
Currently, this service is available only for Georgian citizens acting as private individuals.
How the Service Works — Step by Step:
1. Booking a session
Via napr.gov.ge, the user selects a date and time for the online session.
2. Confirmation
A confirmation is sent to the provided phone number and email, followed by a link to the video session.
3. Video Call Connection
At the scheduled time, both parties join the video call. Identity is verified through an AI-based recognition system that authenticates official documents.
4. Assistance and Review
A NAPR operator assists with filling in the application, monitors the session, and guides both parties through the entire process.
5. Digital Signature
The agreement is signed electronically — no qualified digital signature or physical stamp is required.
6. Submission
The operator submits the signed documents for official registration in the public registry.
Key Advantages:
- Remote Access: Participants can complete the transaction from anywhere in the world.
- No Notary or Power of Attorney Required: Only the direct parties involved in the transaction are needed.
- Speed: The entire process takes approximately 30 minutes.
- Legal Validity: The contract is legally binding and holds the same power as a physical signature.
- Security: Funds are held in an escrow account with the Bank of Georgia and only released after the transaction is complete.
Financial Terms:
- Same-day registration: 350 GEL
- Next business day: 270 GEL
- Within 4 business days: 150 GEL
- Currency: Only Georgian Lari (GEL) is accepted
- Bank requirement: A GEL account with the Bank of Georgia is mandatory
Technical Requirements:
- A smartphone, laptop, or PC with camera and microphone
- Stable internet connection
- Georgian citizen’s ID card or passport
- Valid email address and phone number
Who Cannot Use the Service:
- Foreign citizens
- Persons acting via power of attorney
- Minors
- Legal entities (for now)

- The full session is audio-video recorded and archived by NAPR as legal proof of the transaction.
